The Commission was briefed by the NRC staff, the BWR Owners Group, and Mr. Paul Blanch regarding the status of actions being taken by the staff and the industry concerning the resolution of issues related to reactor vessel water level instrumentation in BWRs.

Having considered all available information, the Commission had no objection to the staff proceeding with implementation of NRC Bulletin 93-03, issued on May 28, 1993, to achieve compliance with existing' regulations.

Nothing in this Commission guidance should, however, be interpreted as a limitation on the staff's ability'to uce the flexibility described in the bulletin to prevent i.acue hardship or adverse consequences.
