I wish to thank you for sharing your letter of September 18, 1992 to Chairman Salin in which you provided concrete examples of impacts which the regulatory process has'had on Operations &
Management (O&M) costs with marginal banafit to public safety.
The thoroughness'with which you have developed these examples make your letter of particular value to me, and I would expect, the other Commissioners as well.
While I am still digesting many of the examples and observations in your letter, I ganara11y agree with your overall observations about plant security.
In addition, the specific examples of comparative costs of safety-related and non-safety-related components, including the special administrative and storage costs of the former, is helpful to the commission's understanding i
of plant OEM cost issues.
As to the possibilities for increased use of risk-based regulatory practices and regulations, I assure you that the issues that you have presented in your letter will be considered in my future deliberations on these matters.
