SUBJECT: NRC INSPECTION REPORT 50-445/93-20; 50-446/93-20

This refers to the inspection conducted by Mr. W. B. Jones, and the inspectors

identified in the enclosed report, of this office, on April 26 through May 13,

1993. The inspection included a review of activities authorized for the

Comanche Peak Steam Electric Station, Units 1 and 2, facility. At the

conclusion of the inspection, the findings were discussed with you and those

members of your staff identified in the enclosed report.

This special inspection was conducted to assess Unit 2 operation up through

the 50 percent power ascension testing plateau.

The focus of the inspection

was to evaluate plant operations, the effectiveness of management ' controls,

and the implementat:on of the safety assessment program. This included

conduct of operational activities, startup test witnessing, identification and

resolution of plant deficiencies, and self-assessment activities. Within

these areas the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observation of

activities in progress. The results of this inspection are documented on

pages 1-3 in the enclosed report.

In accordance with 10 CFR Section 2.790 of the NRC's " Rules of Practice," a

copy of this letter and its enclosure will be placed in the NRC's Public

Document Room.
