Dear Mr. Opeka,
As you are probably aware, a Regulatory Review Group was established by the Executive Director of Operations (February 4,1993) to conduct a comprehensive and disciplined review of power reactor regulations and related NRC processes, programs, and practices for their impicmentation. As part of this effort, we are also examining how an integral type analysis (Probabilistic Risk Assessment) can be used to provide more flexibility in the regulations and their implementation, and we are assessing the consistency of the regulations with the safety goal.
To meet this latter objective, we have a project underway that is examining the feasibility of quantifying the relative safety importance of the regulations. One element of the program involves the clicitation of information from both the staff and the nuclear community regarding their insights on this issue.
We have scheduled a meeting on May 6 and 7,1993 on this project, directly following the May 4 and 5 NRC Regulatory Information Conference.
We would appreciate the participation of Dr. Mario Bonaca at this meeting. It is our understanding that Dr. Bonaca will be in Rockville at the NRC Regulatory Information Conference at this time.
