Dear Mr. Schnell:

The enclosed report refers to the inspection conducted by Mr. D. Shepard and

Mr. R. Bailey of this office on May 17 - 21, 1993. The inspection evaluated

.

activities at the Callaway Plant authorized by NRC Operating License

No. NPR-30. We discussed our inspection findings with Mr. J. Blosser and

members of your staff at the exit interview on May 21, 1993.

The purpose of the inspection was to assess the licensed operator

requalification program. The inspectors reviewed training administrative

i

,

procedures, representative records, requalification training materials, and

I

observed licensed operators during requalification examination administration.

Additionally, the inspectors interviewed members of the operations and

training staffs.

Overall, the inspectors concluded that the licensed operator requalification

l

training program was being implemented in accordance with 10 CFR Part 55

'

requirements.

However, one open item regarding training administration

'

procedures was identified.

We request that you respond within 60 days of the date of this letter to Open

Item 50-483/93006-01 as discussed in Section 2.1.1 of this report.

Your

response should include the actions that you have taken or plan to take with

your licensed operator requalification program to ensure that licensed

t

operators have the ability to perform required plant control manipulations.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements.

However, the violation will not be subject to

enforcement action because your efforts in identifying and correcting the

violation meet the criteria specified in Section VII.B of the " General

Statement of Policy and Procedures for NRC Enforcement Actions," (Enforcement

Policy, 10 CFR Part 2, Appendix C (1992)), were satisfied.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed report will be placed in the NRC Public Document

Room.
