On May 11,1993, the NRC issued NRC Bulletin Number 93-02, " Debris Plugging of Emergency Core Cooling Suction Strainers." This bulletin discusses the blockage of strainers due to fibrous debris and references several previous generic communications on the subject. The most recent event of this type involved deposition of fibers from temporary drywell cooling filters on residual heat removal pump suction strainers.

The bulletin requested licensees to take specific actions to address the concern of fibres material compromising the functional capability of the ECCS. The bulletin also contained specific reporting requirements. The enclosure to this letter provides the required report and describes actions taken by Georgia Power Company for Plant Vogtle in re.eponse to this bulletin.

ENCLOSURE VOGTLE ELECTRIC GENERATING PLANT RESPONSE TO NRC BULLETIN NUMBER 93-02 In the following report, the requested actions and reporting requirements contained in NRC Bulletin 93-02 are transcribed and then addressed individually.

Summary ofItems From Bulletin The bulletin requested licensees to take the following actions:

1. " Identify fibrous air filters or other temporary sources of fibrous material, not designed l

to withstand a LOCA, which are installed cr stored in your primary contaimnent."-

2. "Take any immediate compensatory measures which may be required to assure the functional capability of the ECCS."
3. "Take prompt action to remove any such material. Because of the low probability of a LOCA event, the staff considers removal of this material at the next shutdown, or within 120 days, whichever comes first, to be sufficiently prompt. If the facility is currently in a shutdown, you are requested to remove such material prior to restart."

The bulletin required licensees to submit the following written reports:

1. "Within 30 days of the date of this bulletin, a written response stating whether the actions requested above have been or will be performed. If the use of such material is identified, this written reponse shall also include the location and quantity of use, any immediate compensatory measures taken, and the current schedule for removal of the material."
2. "Within 30 days of completion of the requested actions, a report confirming completion."
3. "If an addressee proposes not to take the actions requested in this bulletin, provide to the NRC staff, within 30 days of the date of this balletin, your proposed alternative course of action and ajustification for any deviations from the requested actions." '

VOGTLE ELECTRIC GENERATING PLANT BESPONSE TO NRC BULLETIN NUMBER 93-02 Vogtle Electric Generating Plant Response:

At Vogtle Electric Generating Plant, no fibrous air filters or other temporary sources of fibrous material not designed to withstand a LOCA are installed or stored in the primary containment, Plant procedures require thorough inspections inside containment prior to returning to power after a refueling outage.

Procedure 14903, " Containment Emergency Sump Inspection," ensures the containment sumps inlets, sump screens, and trash racks are free of debris. The procedure data sheet assures that both trains are inspected prior to returning to power after a refueling outage.

Procedure 14900, " Containment Exit Inspection," verifies no debris is present in contaimnent which could be transported to the containment sump and cause a restriction of the Emergency Core Cooling System pump suction during LOCA operation.

Procedure 47009, " Operation and Use of Portable Ventilation Units," ensures that all l

portable ventilation units placed in containment are removed.

A review was performed of the data sheets from these procedures for the most recent outages that occurred on each unit. Personnel signoffs indicated these irspections were performed as required, confirming the removal of debris from containment. These actions are sufficient to provide assurance that no fibrous materials are currently present inside the containment of either unit at VEGP No immediate compensatory measures are required since the performance of the procedures provides assurance that the containment sumps will not become blocked. Based on the information presented, Georia Power Company does not plan any additional actions at VEGP.
