Dear Mr. Chairman:
I am pleased to forward to you a copy of the report on U.S. nuclear safety assistance programs for Soviet-designed reactors as requested in House Report 102-555 accompanying the Energy and Water Development Appropriations Act, 1993 (Public Law No. 102-377).
The Department of Energy and the Nuclear Regulatory Commission have summarized U.S. bilateral assistance programs that provide technical and financial assistanc
- prove the safety of Soviet-designed nuclear reactors in the mer Soviet Union, Central and Eastern Europe, and the Baltics.
e objective of U.S. nuclear safety assistance programs is twofold:
in the near term, to heb reduce the likelihood of a serious nuclear accident; in the mid to longer term, to help the countries of the Former Soviet Union and Eastern Europe to strengthen their nuclear safety culture and infrastructure to assure long-term safety.
This report describes the basis and scope of these U.S. assistance programs.
