CHAIRMAN The Honorable Tommy Thompson Governor of Wisconsin Madison, Wisconsin 53707

Dear Governor Thompson:

I am writing to invite the State of Wisconsin's continued participation in the Nuclear Regulatory Commission's State Liaison Officer Program. As you know, in 1976 the NRC adopted a recommendation of State organizations, including the National Governors' Association, that we request each State to appoint a single person to act as liaison to NRC for the purpose of improving Federal / State cooperation.

The NRC looks to the Governor-appointed State Liaison Officers to provide a communication channel between the States and the NRC, to be the key person in the State to keep the Governor completely informed on nuclear regulatory and related public health and safety matters, and to provide NRC with answers to questions posed to the States on particular issues.

It is my understanding that the most recent State Liaison Officer, Mr. Robert M. Thompson, has vacated his position as Administrator, Division of Emergency Government, Department of Military Affairs, and has been replaced by Mr. Leroy E. Conner.

We will continue to work with Mr. Conner and keep you informed of our programs and activities through this individual unless you inform us that you have designated another individual to serve as State Liaison Officer.

At the same time, we will maintain our ties to those State agencies with whom we have established relationships on specific issues.

j I look forward to Wisconsin's continued participation in the NRC's State Liaison Officer program.

If you or your staff have any questions or wish additional information, please contact Carlton Kammerer, Director of our i

headquarters' Office of State Programs, at (301) 504-2321 or Roland Lickus, our Region III State Liaison Officer, at (708) 790-5666.

i Sincerely, h

N Ivan Selin cc:
