Dear Mr. Tiamboonprasert:
Attached is a copy of U.S.' Nuclear Regulatory Commission Export License XSOU8721, issued on May 19, 1993 to Fansteel Incorporated, authorizing the export of uranium and thorium contained in tantalum and columbium oxide processing feedstock to Thai Tantalum Company, Inc. in Rayong, Thailand. I would appreciate your forwarding a copy of this license to the appropriate Thailand Government officials, including import-export officials and the Secretary-General of the Office of Atomic Energy for Peace, for their information.
We have been advised that the first shipment to Thai Tantalum will be samples for testing.
Bulk shipments would follow in later months.
I call your attention to the conditions on the export license requiring United States Government consent for use or retransfer of the contained uranium and thorium and prohibiting any re-export of those contained materials to China.
