NUCLEAR POWER PLANT NRC INSPECTION REPORT NO.

50-333/93-08)

This letter refers to the announced safety inspection of your design change and modification

program conducted by Messrs. L. Prividy and P. Drysdale from March 15,1993 to April 2,

1993 at the James A. FitzPatrick Nuclear Power Plant, Scriba, New York. The results of

this inspection were discussed with you and your staff at the conclusion of the inspection.

Areas examined during this inspection are discussed in the enclosed inspection report. The

inspection consisted of selective examinations of plant design changes, physical walkdowns of

modifications, discussions with your personnel responsible for implementing modifications

and observations by our inspectors. The control of plant design changes is important to

'

safety to assure that such changes do not degrade safety systems, structures and components.

The program for controlling design changes and plant modifications was found to be

effective. Your development of a systematic modification prioitization process was a

notable improvement. Notwithstanding your work accomplishments during the shutdown in

1992, your staff recognized the need for additional progress to reduce the engineering work

backlog consistent with the NYPA Nuclear Generation Business Plan goals.
