DOCKET NOS. 50-280 AND 50-281 This acknowledges the receipt of your letter of Aprii 12, 1993, which transmitted Revision 28 to the Surry Physical Security Plan.
Our review of the changes has found most of them to be consistent with the provisions of 10 CFR 50.54(p). Accordingly, they are acceptable for inclusion into the plan.
Section 2.3 dealing with vital areas and Chapter 8 dealing with the Independent Spent Fuel Storage Facility have policy implications and have been referred to the Office of Nuclear Reactor Regulation for review.
You will be advised by separate correspondence of our deliberations on these matters.
Several sections require clarification. These are contained in the enclosure to this letter.
These matters were discussed during a teleconference on May 24, 1993, between Mr. Glenn Wilson with your staff and Ms. Orysia Masnyk of this Region.
The enclosure to your letter is being withheld from public disclosure because it contains Safeguards Information and must be protected in accordance with the provisions of 10 CFR Part 73.21.

Replace the details of the protected area' barrier construction previously' contained in this section, as required by 10 CFR 73.2(3).

In reference to the Security Access Control Building replace the previousiplan-commitments:
"Any glass which forms part of the PA barrier is under the-
.t surveillance and control of security personnel to prevent. transgression" and:
" Passages / areas permitting access to SACB not'under the surveillance and control of security personnel are alarmed." _In reference to the protected area portal between the two High Level Intake' Structure replace "When access is permitted, two security personnel, cne et which is armed, are present to' control access." The deletion of these decreased the effectiveness of the pl an.
Section 2.4, page 2-6 q
Replace the previous commitments dealing with the functions of'the defensive-positions as follows:
"Each D.P. officer is responsible for monitoring designated sectors of the Protected Area barrier und Isolation Zone.",
" Annunciators provide audible and visual PA barrier' intrusion alar, indication in the D.P." and "DPs are continuously manned by Security Officers except during an armed response or emergency conditions."
Section 5.4.2, page 5-3 Reincorporate +5e commitment to test the radio communication with the Sheriff's Offie. once each day.
