FERMI RESPONSE TO GENERIC LETTER 92-08, "THERMO-LAG 330-1 FIRE BARRIERS," (TAC NO. M85550)

By letter dated April 8, 1993, you provided a response to Generic Letter 92-08 for Fermi-2.

Your response stated that you could not confirm that the Thermo-Lag 330-1 fire barrier systems installed at Fermi-2 have been qualified by representative fire endurance tests and could not confirm that the fire barriers installed in the plant represent the materials, workmanship, methods of assembly, dimensions, and configurations of the qualification test assembly configurations and could not confirm acceptability of the ampacity derating test configurations relied upon for the ampacity derating factors used for raceways protected by Thermo-Lag. You further stated that appropriate actions to resolve fire barrier concerns are being developed through an industry program coordinated by NUMARC and you would apply the results of the industry program, when completed, to the Thermo-Lag 330-1 installations at Fermi-2.

Your response to GL 92-08, however, did not provide a schedule by which corrective actions would be completed.

We note that, as stated in your letter, you do not rely on the ampacity derating factors supplied by your-contractor for the two cable tray enclosures utilizing Thermo-Lag material at Fermi-2 and that you have performed design-calculations to show that these cable trays can still provide their safety-related electrical loads. Additionally, we understand that as an interim corrective action you have roving-hourly fire watches patrolling all eleven areas at Fermi-2 where Thermo-Lag is installed.

In your response to GL 92-08 you indicated that the actions necessary to restore (or confirm) the operability of these barriers will be based on the results of the NUMARC program. The staff expects that licensees referencing the NUMARC program, will review the results and, within 30 days after the completion of the program, inform the NRC of the actions necessary and the schedule for restoring the operability of these fire barriers. This includes those plant specific or unique fire barrier configurations that are not bound by the NUMARC program.

In accordance with the reporting requirements of GL 92-08, you are also requested to confirm in writing, completion of the i
