e stos :.r n e m SAFETY EVALUATION BY THE OFFICE 0F NUCLEAR REACTOR REGULATION RELATED TO AMENDMENT NO.-158 TO FACILITY OPERATING LICENSE NO. DPR-61 CONNECTICUT YANKEE ATOMIC POWER COMPANY HADDAM NECK PLANT DOCKET NO. 50-213

1.0 INTRODUCTION

By letter dated March 16, 1993, the Connecticut Yankee Atomic Power Company (the licensee) submitted a request for changes to the.Haddam Neck Plant Technical Specifications (TS). The requested changes would make editorial changes to the Technical Specifications which are administrative in nature.

These changes can be characterized,into one of the following groups:

(1) incorporation of missing sections in the.index, (2) providing editorial consistency throughout the TS, (3) removal of cycle specific' comments, (4) removal of notes that are no longer used, (5) clarification of wording used in the sections,.

(6) incorporation of material that was inadvertently deleted in an earlier amendment, and (7) incorporating new title changes in the administrative section.

2.0 EVALUATION The licensee has proposed the following changes to the TS:

(1) pages VIII, XIV, and IX have been revised to include, in the Table of Contents, a Section and a Table listing which-are not. currently listed in the index, (2) pages X, XI. XIII, XIX, 3/4 9-7, B3/4'2-1, B3/4 3-3, B3/4.3-4, B3/4 6-2, B3/4 7-6, B3/4 10-1, B3/4 Il-1,.and 6-21 have been revised to ensure consistency in nomenclature between the Table of Contents, ~ Technical' Specifications, and the Bases, (3) pages 1-2, 3/4 6-3, 3/4 8-7, and B3/4 7-2 have been revised to delete notes that are. cycle specific and no longer valid, 9306070295 930527 PDR.ADOCK 05000213 P

(6) pages 3/4 3-5, 3/4'3-12, 3/4 3-17 have been revised to use phrases-consistently throughout the text,

3/4 9-2, 3/4 8-10, B3/4 4-2, B3/4 8-1, and B3/4 9-2 have been revised l

to ensure consistency in the use.of periods and commas, l

(8) page 3/4 4-32a has been revised to clarify that the RHR piping from j

the ramp to' Valves RH-MOV-22/RH-V-808A will be leak tested during l

the normally scheduled integrated leak rate test, l

(9) pages B3/4 1-1 and B3/4 1-2 have revised.to incorporate a missing f'

l subsection in the title and also includes.the ensuing section l

renumbering, (10) pages B3/4 7-1 through 7-3 has been revised to ~ include material.which was inadvertently deleted in a previous TS change, (11) pages 6-1, 6-5, 6-6, 6-7, 6-8, 6-12, and f-20 have been revised-to.

reflect the Nuclear Station Director's new title, which is Vice.

President-Haddam Neck, and (12) page 6-7 has been revised to delete the Executive Vice President-Nuclear from receiving Plant Operations Review Committee (PORC) meeting minutes.

The staff has reviewed these changes and agree that they are either administrative or editorial in nature and have no impact on the-safe operation of the plant.

These administrative or editorial-changes will decrease the l

chance of error by the user by ensuring that consistent nomenclature and i

correct presentation of material'throughout the document is maintained.

Based j

on the above, the staff concludes that the proposed TS changes are acceptable.

3.0 STATE CONSULTATION

In accordance with the Commission's regulations, the Connecticut State official was notified of the proposed issuance of the amendment. The State official had no comments.

4.0 ENVIRONMENTAL CONSIDERATION

The amendment changes a requirement with respect to installation or use of a facility component located within the restricted area as. defined in 10 CFR Part 20. The amendment also relates-to changes in recordkeeping, reporting, l

or administrative procedures _or requirements.

The NRC staff has' determined that the. amendment involves no significant increase in the amounts,-and no significant change in the types, of any effluents that may be released offsite, and that there is no significant increase in individual or cumulative 1

occupational radiation exposure. The Commission has previously: issued a '

proposed finding that the amendment involves no significant hazards-consideration,-and there has'been no public comment on such finding (58'FR 19474). Accordingly, the amendment meets the eligibility criteria for-categorical exclusion set forth in.10 CFR 51.22(c)(9) and (10).

10 CFR 51.22(b) no environmental impact statement or environmental assessment -

l need_be prepared in connection with the issuance of the amendment.

5.0 CONCLUSION

!l The Commission has concluded, based on the considerations discussed above, that:

(1) there is reasonable' assurance that the health and safety of the i

public will not be endangered by operation in the' proposed manner, (2) _ such activities will be conducted in compliance.with' the Commission's regulations, i

and (3) the issuance of the amendment will ~not-be" inimical to the common i

~

defense and security or to the health and safety of the public.
