ELIMINATION OF THE OPTION TO WAIVE THE WAITING PERIOD TO MOVE WITHIN PAY BAND SL-1 FOR THE SENIOR LEVEL SYSTEM PURPOSE:

To inform the Commission of my intent to eliminate the option for Office Directors and Regional Administrators to waive the waiting period to move individuals within pay band SL-1 for the Senior Level System (SLS).

DISCUSSION:

Currently there is the option of an Office Director / Regional Administrator waiver of the waiting period for individuals in the SL-1 pay band to move from levels A to B and B to C.

The waiting period involved is t,ne year to move from SL-1A to SL-lE and two years to move from SL-1B to SL-lC.

Based on a review of pay practices since the SLS was implemented in December 1991, there is no practical reason to authorize a waiver and thus speed up the pay increases.

The waiting period between these pay levels is not excessively o

long, and is, in fact, shorter than the waiting period between the higher level steps such individuals would have had as a GG-16.

Employees with exceptional performance are provided the i

o opportunity to receive performance-based pay increases and/or

performance awards over and above any pay level increase, j

And finally, to date, no Office Director has requested a waiver.

The Office of the General Counsel has no legal objection.
