10CFR50.59 Annual Report and Revision 2 to the Seabrook Station Updated Final Safety Analysis Report Gentlemen:
Pursuant to the requirements of 10CFR50.59(b)(2) and 10CFR50.71(e), cr. closed please find the North Atlantic Energy Service Corporation (North Atlantic) 10CFR50.59 Annual Report and Revision 2 to the Seabrook Station Updated Final Safety Analysis Report (UFSAR). Revision 2 incorporates approved and implemented design changes and UFSAR changes identified through March 15,1993. All of the incorporated changes to the UFSAR have been subject to review in accordance with 10CFR50.59.
These changes neither constitute unreviewed safety questions nor affect the bases of the staff's conclusions as documented in the original Safety Evaluation Report or its supplements.
Each replacement page includes the revision number and a verticalline (revision bar) in the left margin, adjacent to the actual change. Please note that some replacement pages have a revisicn number at the top of the page but no revision bar. This i..dicates where text position has changed as a result of text changes on previous pages and no other changes have occurred.
Summaries of the 10C FR 50.59 safety evaluations for ti,e major revisionr incorporated in Revision 2 of the UFSAR are attached as Enclosure 1.
represents a summary of the remaining 10CFR50.59 safety evaluations performed to support facility and procedure changes made at Seabrook Station during the March 15,1992 to March 15, 1.993 reporting period.
This UFSAR submittal, specifically, Chapter 17 and Appendix 17A, addresses the reporting requirements of 10CFR50.54(a).
The signed original and ten copies of the UFSAR revision are being submitted to the Document Control Desk, Washington, D.C., along with a copy to the Regionai Office, King of Prussia, FA and a copy to the Resident Inspector at Seabrook Station. This distribution complies with the requirements of 10CFR50.4(b)(6).

On August 31,1992,10CFR50.71(e)(4) and 10CFR50.59(b)(2) were revised to relax j
the frequency of revisions of the UFSAR and the report of changes made pursuant to 10CFR50.59. The requirements were relaxed from annual reporting to reporting on a refueling outage basis; however, the period between revisions can be no longer than 24 months. North Atlantic intends to submit future revisions to the UFSAR and the report of charges made pursuant to 10CFR50.59 on a refueling outage basis and will provide the next 10CFR50.59 Report and revision to the UFSAR 6 months after completion of the next refueling outage, Refueling Outage 3.
The currently scheduled completion date for Refueling Outage 3 is May 20,1994. Therefore, the submittal date will be on or before November 18,1994. This will be approximately 18 months from the previous revision of the UFSAR.
