-During an NRC inspection conducted on January 4-22, 1993, a deviation of NRC-j

l requirements was identified.
In accordance with:the " General Statement'of j
Policy and Procedure for NRC Enforcement Action",10. CFR Part. 2,: Appendix C,.

the deviation is listed below:
Section 13.1.3.1 of-the. Final Safety ' Analysis Report L(FSAR)} specifies ~
that auxiliary operators have. a high school. diploma or. equivalent.

Section<13.2.1.2-(4): specifies-that auxiliary operators complete fundamental training, systems classroom training, system observation -
training, and on-the-job training prior to being allowed to operate-j systems.
l Licensee Procedures TRA-106,~"ALARA Training,"; Revision 1, and.STA-302,-
" Station Records," Revision 16,-require that. auxiliary operators be.
l trained by instructors who.are: qualified 'in accordance with these i
procedures, j
Contrary to the above, on December 12,-1992,- several contract: auxiliary l
operators began performing Unit 2 activities, which included operating i
system components for alignment ~ and clearances, without having met all l
FSAR education and training'reuqirements.
In addition, one. instructor
.j who performed auxiliary operator training did not meet the requirements-1 of licensee. Procedures TRA-106 or STA-302 -(446/92201-04).
Your corrective actions to this deviation have been satisfactorilyLreviewed'
