Dear Mr. Selin:
I wish to express to you my concem over Louisiana Energy Senices' plans to build a uranium enrichment plant in rural Louisiana. This plan is environmentally and economically unsound, and it is strongly opposed by the residents of nearby communities.
I urge the NRC to deny the application of Louisiana Energy Senice for building this uranium enrichment facility.
l The site of this proposed plant is near the small communities of Center Springs and Forest Grove. The residents of these two communities, which are mostly poor and black, are opposed to the ceristruction of this facility near their communities because of fears of radioactive contamination of the air and groundwater.
l I believe that the proposal to build this plant in this location is an example of emironmental racism. Studies have shown that poor, minority communities are the sites for a disproportionate number of toxic waste facilities, incinerators, and hazardous chemical operations. It is unlikely that a plant such as the one being proposed by Louisiana Energy Senice would ever be built in an area with mostly white, middle-class citizens.

t population surrounding the proposa plant is opposed to this project, I do not believe that construction of this facility should be undertaken. I wish to encourage the NRC to deny the application for construction of this uranium enrichment plant in Louisiana.
