REASON FOR CHANGE The change is being made to correct the definition of flood stage in the TMI-1 Technical Specifications (TS).
The current TS define flood stage as 'an elevation of.307'- at the Nagle Street Bridge, Harrisburg. The.Nagle Street Bridge, used by the USGS between October 1, 1928 and August 31, 1975, was underwater _during the 1972 flood and was abandoned by the USGS. To make the definition.-
1 consistent with the existing river level gaging equipment, reference l
will be made to the Susquehanna River Gage at Harrisburg. -The datum i
reference for both the Nagle Street Bridge and.the Susquehanna River.
l Gage is the same.

SAFETY EVALUATION JUSTIFYING CHANGE The change-to the-TS identified by this TSCR, the USGS designation and gage location for' measuring mean~ sea level. datum at Harrisburg, is administrative and intended to correct the designation and location currently referenced in the'TS. There is no change involving plant hardware or operating practices associated with this TSCR.
For these e
reasons, no unreviewed safety question exists as a result of the l
l revision to TS section 3.14.1.1.

NO SIGNIFICANT HAZARDS CONSIDERATIONS l

GPUN has determined that this Technical Specification Change Request involves no significant hazatds consideration as defined by NRC in 1

Operation of the facility in accordance with the proposed amendment would not involve a significant increase in the probability,of occurrence or the consequences of an accident previously evaluated. The proposed amendment is administrative l
in nature: the USGS designation and gage location for measuring l
mean sea level datum at Harrisburg was changed
-Therefore, the revised 'TS no longer identifies specifically the Nagle' Street l
Bridge Gage as'the reference for river level. The gage of-reference is the Susquehanna River'. Gage at Harrisburg. The mean sea level elevations previously identified as the action initiation levels for the. emergency and surveillance procedures remain the same.

Operation of the facility in accordance with the proposed.
amendment would not create the possibility of a new or different kind of accident from any accident previously evaluated. The change has no impact on plant operation as described above.
Reaction to increasing river level will be in.accordance with controlling procedures. They will'not be changed, except for correctly identifying the USGS designation and location for the -
Harrisburg Gage as a result.oflthis revision to the TS.
Therefore, the proposed amendment does not create the possibility of a new or different accident.

Operation of the facility in accordance with the proposed 1
1 amendment would not involve a significant' reduction-in a margin of_ safety. This change does not result in a reduction in the.
~
margin of safety since there is no' margin of. safety. associated with the mean sea level elevation of.the Susquehanna River' for TMI-1.
If a margin of safety were presumed to exist, no reduction would result because of the proposed. amendment: no' physical modification to the plant, its flood protection dikes or equipment, or procedurally prescribed actions resulted from the proposed amendment..
V.
IMPLEMENTATION It is requested that the amendment authorizing this change become effective upon issuance.
