F' May 18, 1993 Docket Nos. 50-498 and 50-499 Mr. William Cottle Group Vice-President, Nuclear Houston Lighting & Power Company P. O. Box 1700 Houston, Texas 77251

Dear Mr. Cottle:

SUBJECT:

SOUTH TEXAS PROJECT, UNITS I AND 2 - REVISED TURBINE MAINTENANCE PROGRAM (TAC NOS. M84899 AND M84900)

By letter dated October 28, 1992, Houston Lighting & Power Company (HL&P) submitted a revised description of the turbine system maintenance program for South Texas Project (STP), Units I and 2, based on the manufacturer's calculations of turbine missile generation probabilities.

The staff has reviewed the revised description of the STP turbine maintenance program and finds the program acceptable. The turbine missile generation probability satisfies the staff's requirements of 1.0E-4 per year for a favorable orientation. The STP maintenance program of the turbine overspeed protection system satisfies the surveillance requirements as specified in Technical Specification 3/4.3.4.2.

The results of our review are contained in the enclosed Safety Evaluation.

Sincerely,

{
