REAFFIRMATION OF APPROVAL OF AN EARLIER REQUEST FOR RELIEF FROM 10 CFR PART 50 APPENDIX R REQUIREMENT (TAC NO. M80691)
We have reviewed Entergy Operations, Inc.'s submittal of May 24, 1991, in which the NRC was requested to reaffirm approval of a portion of an earlier request for relief from certain requirements of Appendix R to 10 CFR Part 50 due to discrepancies identified in the justification of the original submittal of March 26, 1984.
1 There is no fire damper in the east wall of fire area BB or the north wall of fire area 8C. The original submittal indicated that there was a lack of fire dampers in these areas. However, the documented basis in the* original submittal, upon which it appears that the NRC accepted the unprotected openings, was that the " Fire severity of areas adjacent to each damper are less than the fire rating of subject damper." The applicable Supplemental Safety Evaluation Report (SSER 8) did not address the lack of fire dampers in the east wall of fire area BB and the north wall of fire area 8C. SSER 8 4
indicated that "If all of the combustibles on one side of the fire damper were totally consumed in a fire, the damper would still maintain the integrity with a conservative margin."
It appears that the staff believed that dampers were installed. Therefore, we cannot reaffirm the exemption for a lack of a fire damper in the duct between the east wall fire area BB and north wall fire area 8C.
We have reviewed the information concerning Entergy's justification regarding the lack of fire dampers, but require additional information to assess whether or not an exemption should be granted for lack of fire dampers in these areas.
In addition to the information we have received, please provide the following information:
1.
a detailed description of the duct between the east wall of fire area 8B and north wall fire area 8C, including the function (supply or exhaust), air flow routes, design drawings, materials of construction, the size and number of openings in the duct between fire areas 8B and 8C; i

a complete description of combustible fuel packages (e.g., cable trays / location), including maximum anticipated transient fuel packages and type of fire expected (type of heat release rates) for fire areas 8B and 8C and the corridor; 3.
the distances. (horizontal and vertical) between the fixed combustibles and the opening of the duct in both fire areas; 4.
the shortest distances between redundant safe shutdown equipment (including cabling), considering the pathway through the duct; and 5.
fire detection and sprinkler system as-built drawings for fire areas 8B and 8C.

This requirement affects fewer than ten respondents, therefore, is not subject to Office of Management and Budget review under Public Law 96-511.
