Dear Mr. Stratman:

{

This refers to the inspection conducted by Messrs. A. Vegel, D. Kosloff, and

i

M. Huber of this office and J. Kudrick and R. Stransky of the Office of

Nuclear Reactor Regulation, on March 20 through April 30, 1993. The

inspection included a review of activities authorized for your Perry Nuclear

'

Power Plant, Unit 1, facility. At the conclusion of the inspection, the

'

findings were discussed with those members of your staff identified in the

enclosed report.

!

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective examinations of procedures-

and representative records, interviews with personnel, and observation of

activities in progress.

No violations of_ NRC requirements were identified during the course of this

inspection. However, your continuing evaluation of emergency core cooling

-

system (ECCS) suction strainers revealed that a significant potential for

!

blocking flow to your ECCS systems has apparently existed for some time. We

'

are continuing our review of this matter and your responses to our

- i

Confirmatory Action Letter of. April 16, 1993. Also of concern are a number of
