Dear Mr. Denton:
l a
SUBJECT:
CLASS IE EMERGENCY DIESEL GENERATOR QUALIFICATION REPOR1, CALVERT CLIFFS NUCLEAR POWER PLANT, UNIT I (TAC NO. M85715) AND UNIT 2 (TAC NO. M85716)
By letter dated January 29, 1993, as superceded by letter dated April 7, 1993, i
Baltimore Gas and Electric Company (BG&E) submitted a request for NRC review and approval. of a proposed qualification program for two new safety-related (Class IE) emergency diesel generators.(EDGs) for the Calvert Cliffs Nuclear i
Power Plant, Units 1 and 2.
The EDGs are being added in response to 10 CFR l
50.63, " Loss of All Alternating Current Power," which is referred'to as the-j station blackout (SBO) rule.
By letter dated May 7, 1993, BG&E indicated that it had reviewed its initial' commitment to the SB0 rule for adding two safety-related EDGs and determined that it would add one safety-related and one nonsafety EDG. The proposed design, as the result of this change, will have two dedicated' safety-related l
EDGs per unit with the installed nonsafety EDG being capable of providing-power to either of the Calvert Cliffs Units as an alternative ac power source.
BG&E further indicated that it would provide the details necessary for the NRC i
staff's review and approval of the proposed change from its initial response to the SB0 rule.
l
.The proposed change does n'ot affect the NRC staff's enclosed Safety f
Evaluation (SE) of the qualification program for the safety-related EDG. The staff has reviewed the qualification program and has determined that it is consistent with the recommendations of Regulatory Guide 1.9, Revision 3 (draft), " Selection, Design, Qualification,' Testing and Reliability of.
Emergency Diesel Generator Units Used as Class IE Onsite Electric Power Systems at Nuclear Power Plants," and the requirements of the Institute'of Electronic and Electrical Engineers (IEEE) 387-1984, "IEEE Standard Criteria Generating Stations."

Mr. Robert E. Denton May 19, 1993 This acceptance is predicated on the results of the 35 start and load tests confirming the ratings and capabilities of the EDG as discussed in the enclosed SE.
We have completed all actions related to TAC Nos. M85715 and M85716. New TAC Nos. will be opened for tracking the staff's actions in reviewing BG&E's proposed change to the SB0 rule Sincerely, i
