SUMMARY
OF MEETING WITH BALTIMORE GAS AND ELECTRIC COMPANY AND SOUTHERN CALIFORNIA EDISON COMPANY HELD ON APRIL 29, 1993, 70 DISCUSS ELECTRONIC DOCUMENTS STORAGE AND RETRIEVAL SYSTEMS BACKGROUND Generic letter (GL) 92-03, " Compilation of Current Licensing Basis: Request for Voluntary Participation in Pilot Program," was issued to all licensees and applicants on March 19, 1992. GL 92-03 requested voluntary participation by licensees in a pilot program to compile the current licensing basis (CLB) for their facility. On June 23-24, 1992, a public workshop was held in Rockville, Maryland, to discuss questions concerning CLB, updated final safety analysis reports, design bases, licensees comitments to the NRC, and industry's approach to ensuring the underlying safety interest ascribed to each document or process. The results of the workshop was to provide input for the NRC staff to formulate recomendations to the Comission on CLB and the update process for final safety analysis reports.
SCE and BG&E volunteered to participate in a pilot program on compilation of CLB for their facilities as requested by GL 92-03. The scope of the pilot program was narrowed to address the electronic licensing filing system (ELFS) at each of the facilities. An initial meeting was held at the San Onofre Plant site on February 23, 1993, and was followed by the April 29, 1993, meeting at the Calvert Cliffs Plant site which is the subject of this meeting summary.
PURPOSE The meeting was to focus o'n the ELFS used by BG&E and to provide a broad understanding of the processes used in its development, problems encountered, corrective actions taken, and over all effectiveness of the ELFS.
A list of attendees is included as Enclosure I and a selected portion of the slides used by BG&E are included as Enclosure 2.

a mainframe computer and a minimal number of personal computers. The current system utilizes some 1400 personal computers, 85 imaging work stations (capable of storing and retrieving 9,600,000 pages of information) and has over 1,800 users.
The system upgrades used hardware and software which conformed to industry standards to assure system flexibility and a distributed approach including a local area network (LAN) and a wide area network (WAN).
Fiber optic cables are used to interconnect the networks and the major software programs used are NUCLES and NORMS. NUCLES is used for equipment, maintenance, materials, and activity tracking while NORMS is used for record i
management (including ELFS), surveillance testing, performance monitoring, and office automation.
l The principle objectives to be met in upgrading the information management system were:
- 1) allow access of all corporate data on the system, 2) have a stable and manageable system, 3) use of hardware and software designed to industry standards, 4) vendor independence and, 5) ease of future upgrades to keep pace with the evolving technology.

The initial use of the ELFS was by licensing personnel, but has expanded to other users and uses. Trained staff use ELFS for obtaining information related to the plant design basis, procedure upgrades, life cycle management, and 10 CFR 50.59 evaluations. The system is user friendly and utilizes Window Personal Librarian which has a variety of searches available including relevance ranking and image viewing and also includes document retrieval capability.
4 Details were discussed reTating to problems encountered in development of the ELFS including the verification and validation of the information loaded into the system, system security, training, and upgrade capability.
l The consensus opinion of the attendees was that the nuclear industry should take the lead in endorsing standards for system hardware and software to allow for system upgrades and future electronic exchange of information. A 1
representative of the Nuclear Infor. nation Resource Management Association (NIRMA) indicated that the standards issue would be considered by NIRMA at its 1
next meeting and that NIRMA would likely take the lead for the nuclear industry in this effort.

a mainframe computer and a minimal number of personal computers. The current i
system utilizes some 1400 personal computers, 85 imaging work stations (capable of storing and retrieving 9,600,000 pages of information) and has i
over 1,800 users. The system upgrades used hardware and software which l
conformed to industry standards to assure system flexibility and a distributed approach including a local area network (LAN) and a wide area network (WAN).
Fiber optic cables are used to interconnect the networks and the major software programs used are NUCLES and NORMS. NUCLES is used for equipment, maintenance, materials, and activity tracking while NCRMS is used for record management (including ELFS), surveillance testing, performance monitoring, and office automation.
The principle objectives to be met in upgrading the information management system were:
- 1) allow access of all corporate data on the system, 2) have a stable and manageable system, 3) use of hardware and software designed to industry standards, 4)-vendor independence and, 5) ease of future upgrades to keep pace with the evolving technology.
The initial use of the ELFS was by licensing personnel, but has expanded to other users and uses.
Trained staff use ELFS for obtaining information j
related to the plant design basis, procedure upgrades, life cycle management, 1
and 10 CFR 50.59 evaluations. The system is user friendly and utilizes Window l
Personal Librarian which has a variety of searches available including relevance ranking and image viewing and also includes document retrieval capability.
Details were discussed relating to problems encountered in development of the i
1 ELFS including the verification and validation of the information loaded into the system, system security, training, and upgrade capability.
The consensus opinion of the attendees was that the nuclear industry should take the lead in endorsing standards for system hardware and software to allow for system upgrades and future electronic exchange of information. A l
representative of the Nuclear Information Resource Management Association l
(NIRMA) indicated that the standards issue would be considered by NIRMA at its next meeting and that NIRMA would likely take the lead for the nuclear industry in this effort.
