Dear Mr. Opeka:

This is to confirm our plans to escort four representatives of the Eastern European nuclear regulatory bodies on a visit to your site on June 16-17, 1993, which were discussed with Mr. Donald Ray of your staff on May 21,1993.

The individuals listed below are the Eastern European equivalent of the U.S. Nuclear Regulatory Commission (NRC). The four representatives will be in the United States (U.S.) as guests of the NRC during the approximate period of June 5-19,1993, and will be hosted by the NRC Region 1 Office. The purpose of their visit is to become familiar with NRC inspection activities.

The names and titles of our Eastern European guests are:

l Consistent with the intent of the program, the purposes of the group's visit are to allow it to gain f

a better knowledge and understanding of NRC activities at U.S. reactor facilities and to gain an appreciation for how the U.S. industry manages several key issues. Consequently, the group is interested in observing and discussing the NRC reactor inspection program with our resident staff.

1 Additionally, the group is interested in discussing briefly and informally with your staff the i

following issues.

Effects of NRC requirements and inspections on your activities and decision-making processes, including those affects associated with the NRC Systematic Assessment of Licensee Performance (SALP) program.

Response to challenges associated with an aging facility.

l Response to challenges presented by conversion from analog to digital instrumentation and control systems.

Financial planning for the facility including budgeting and interaction with rate-setting i
