EMERGENCY PREPAREDNESS (EP) INSPECTION NO. 50-271/93-07

Enclosed is the sport of the April 26-29,1993 inspection, led by Mr. J. Lusher, of the Vermont

Yankee Nucleat .'. ;er Corporation full-participation, ingestion path-way, annual EP exercise.

Our inspection finding ' were based on inspector observations, discussions with your staff, and

document review. At the end of the inspection, the preliminary NRC findings were discussed

with Mr. Pelletier and other members of your staff.

Overall, the on-site emergency response to this exercise scenario was good. No exercise

weaknesses or violations of regulatory requirements were identified. The scenario aggressively

challenged your staff's response in the Operations Support Center (OSC), where team briefings,

team dispatch, and procedure adherence were much improved over the previous exercise.

'

Emergency Response Organization (ERO) mobilization timeliness (95 minutes versus a 60

minute goal) and shift operator performance were identified as significant areas for potential

improvement.
