Yankee Atomic Electric Company Transportation of Radioactive Material Low Level Contaminated Steam Generators We have discussed the planned movement of the subject steam generators and your concerns for highway safety with our Massachusetts Division Office.

The Massachusetts Division Office requested we forward all available information on this movement

so they could discuss it with the State of Massachusetts.

Enclosed is a copy of the memorandum transmitting the information to our Massachusetts Division Office.

Our Massachusetts Division Office has indicated that the State of Massachusetts is interested in reviewing all structural and roadway analyses done in conjunction with the highway movement of the subject generators.

To date, the State has not identified an office or individual to whom this information should be sent; therefore, when the analysis is completed and available for review, please send it to my office for coordination with the State.

We will ensure that either tne State or the Federal Highway Administration review this material.

the safe transportation through your State of this radioactive

material.

l Mr. Edward Holahan and Mr. Sandhusen of my staff discussed the subject shipment over the telephone on March 24.

The following is a summary of the details.

The Nuclear Regulatory Commission (NRC) is responsible for insuring the safe storage / disposal of low level radioactive I

contamination from nuclear power plants.

The Yankee Atomic Electric Company (YAEC) is preparing to retire four steam j

generators (the steam generators contain low level l

contamination encased in concrete).

The plant is located in Franklin County adjacent to the Sherman Dam.

The NRC has required the YAEC to prepare and submit for approval a movement plan.

Currently this movement plan involves filling each steam generator with concrete (they will weigh about 300,000 pounds each, with a total truck weight close to 400,000 pounds),

placing it on a special trailer, preparing a special temporary supplementing structure for the dam bridge, then transporting the load over the bridge and dam and about 6 miles along the road paralleling the Dearfield River through Franklin and Berkshire Counties to the railroad crossing at the Hoosac tunnel.

At this location, the steam generator will be transferred to a railroad car for transport to South Carolina.

This process will be repeated during a 2-week period for the remaining three generators.

The NRC is very thorough in its concerns for the safe movement of radioactive materials.

It requires detailed information and reviews for all stages and operations of the movement.

i Additionally, YAEC has contracted with private engineering t

firms to survey the route and evaluate the' adequacy of the roadway, culverts, earth das, and bridging system. proposed.

l YAEC and its contractors will prepare the engineering calculations and the report which evaluates the safety of the i

roadway and structures.

j We understand YAEC is coordinating with the ^(rens of' Florida and Monroe for issuing the overweight permith and review of the route safety evaluation.

The NRC feels that this is a unique situation and has requested, by letter, FHWA cooperation in i

reviewing the route related safety. aspects of these shipments.

We understand YAEC's report will be ready for review in mid-May and feel the State of Massachusetts may wish to review this

report to insure public safety.

As discussed between Mr. Holahan and Mr. Sandhusen, desirably we should contact the State and determine if they wish to j

review the report and calculations.

However, if the State t

declines to be involved, FHWA should provide whatever assistance it can to NRC-to insure the public safety in the j

transportation of radioactive material.

for our participation.
