Dear Governor Richards:

Thank you for your letter of April 13, 1993.

The Commission appreciates the concerns you have regarding the South Texas Nuclear Projcet.

We also appreciate your willingness to defer to our oversight functions at the facility, and we recognize our responsibility to address appropriately the problems identified at the facility and the need to keep the State of Texas informed of our activities in this regard.

As your staff is aware, in January 1993, following a detailed review of the regulatory and operational performance history of the South Texas Project, NRC senior managers decided to conduct a diagnostic evaluation at South Texas to permit a more comprehensive evaluation of overall plant performance.

The diagnostic evaluation is designed to provide an assessment independent of our usual inspection oversight of Houston Lighti14g and Power's performance at South Texas.

The results of this effort will supplement information from other sources of assessment data, including the NRC's Systematic Assessment of Licensee Performance (SALP) and Performance Indicator programs.

The Diagnostic Evaluation Team (DET) has now completed the last part of its on-site evaluation work and plans to issue its report in mid-June.

These results will be available for review by NRC's senior management at their semi-annual meeting in June 1993, at which they will again review the regulatory and operational performance history of South Texas as well as that of other licensed facilities.

My Commission colleagues and I want to assure you that if the team identifies an issue of immediate safety concern, the Commission will take prompt action to address and resolve the issue.

It is my understanding that the Diagnostic Evaluation team manager met with the City of Austin Utility Council on April 7, 1993 and provided an overview of the evaluation process and the team's plan.

The NRC staff also plan to conduct a public meeting in the vicinity of the South Texas Project to discuss the team's I

findings.
