WASHINGTON D.C. 20555-0001 S
May 17,1993 Docket Nos. 50-321 and 50-366 Mr. W. G. Hairstun, III Senior Vice President -
Nuclear Operations Georgia Power Company P. O. Box 1295 Birmingham, Alabama 35201
Dear Mr. Hairstor:
SUBJECT:
EDWIN 1. HATCH NUCLEAR PLANT, UNITS 1 AND 2 - RESPONSE TO GENERIC LETTER 92-00, " THERM 0-LAG 330-1 FIRE BARRIERS,"
TAC NOS. M85557 AND M85558 Sy letter dated April 16, 1993, you provided a response to Generic Letter (GL) 92-08 for Plant Hatch. Your response states that the Thermo-Lag fire barriers-installed at Plant Hatch were qualified by the vendor based on NRC guidance in existence at the time of the qualification.
The Architect Engineer (AE) for Plant Hatch reviewed and approved the Thermo-Lag qualification demonstration prior to installation of the Thermo-Lag barriers. Your response also states that installed configurations which deviated from tested configurations were evaluated by the AE at the time of installation.
Although Thermo-Lag barriers were evaluated and may have been considered qualified, the results of recent tests and inspections indicate that further actions are now necessary to address fire endurance and ampacity deratirg of Thermo-Lag barriers.
Your resoonse states that appropriate actions to resolve these concerns are being develor N
,<1h an industry program coordinated by NUMARC and you would apply the r.
4 the industry program, when completed, to the Thermo-Lag 330-1.nstallations at Plant Hatch. Compensatory measures for an inoperable barrier are in place and will remain in~ place until the fire barriers can be declared operable.
Your response to GL 92-08, however, did not provide a schedule by which corrective actions would be completed.
In your response to GL 92-08 you indicated that the actions necessary to restore (or confirm) the operability of these barriers will be based on the results of the NUMARC program. The staff expects that licensees referencing this program, will review the testing results and, within 30 days after the completion of this test program, inform the NRC of the actions necessary and the schedule for restoring the operability of thesc ' ire barriers.
For those plant specific or unique configurations that i.re.w dound by the NUMARC program, please provide within 30 days from the receipt of this letter, your schedules for site specific fire endurance testing of these unique u m a W "5 (M W s ad N]
