Ivan Selin, Chairman US Nuclear Regulatory Commission Washington, DC 20555
Dear Mr. Selin:
j I am writing to you concerning the Louisiana Energy Services (LES) application for permission to build an uranium enrichment facility in Homer, LA.
My concern involves the necessity of such a facility and its placement in near two low-income, predominantly black communities.
I am urging you to deny LES's application.
There is no need for enriched uranium which this plant would produce.
Currently the Department of Energy's enrichment plants are operating at 50%
of capacity.
Additionally, the costs for uranium produced from
[
LES's plant will be higher than the uranium currently available from DOE.
LES's method for producing enriched uranium involves
(
centrifuges.
This same technology can be used to produce the i
highly enriched uranium needed for nuclear weapons.
Four such enrichment centrifuges were found in Iraq by UN inspectors.
The local community of Forest Grove and Center Springs are i
adamantly opposed to the construction of this plant.
The placing of this facility near a black, low-income communities is another ex77ple of environmental racism.
The Commission for Racial Justice has reported that an overwhelmingly disproportionate number of toxic waste sites, incinerators r. lid hazardous chemical and industrial operations are situated in poor, minority t
communities.
The allowable discharges from the plant will i
contaminate the Lake Clairbourne watershed, where 40 homes within 5 miles rely on well water.
i Thank you for your time and I hope you will consider the serious nature of this appeal and deny the LES's application for an uranium enriching facility.
Thank you, q
