Zolten 1235 Appleton #4 Long Beach, CA 90802 April 28,1993 Mr. Ivan Selin, Chairman United States Nuclear Regulatory Commission Washington, D.C. 20555 Dear Mr. Selin; I have learned from Global Response that the Louisiana Energy Services (LES) has applied to build a uranium enrichment plant near Forest Grove and Center Springs. There are a number of key issues, though, which are not addressed to our satisfaction:
There is insufficient demand for the enriched uranium, a nuclear power reactor fuel. Presumably, the Department of Energy's (DOE) own enrichment plants are operating at only 50% of capacity. Not only is the LES fuel expected to be more expensive than the DOE's, other manufacturers of the fuel are available.
The plant willimpact air and water quality. Hydrogen flouride, which is toxic, may be formed in the air. Discharged plant effluent may impact the ground water, used for drinking water. Air and water should be characterized and analyzed as regional resources, your common sense tells you they are not isolated by city boundaries nor are needed by man alone.
f There is a risk that nuclear weapon uranium might be produced at the LES plant -
a because a centrifuge is proposed and can works for either process. The DOE is considering technologies that pose no nuclear proliferation risk.
The location of the plant is in an underrepresented community. The residents probably lack political power to oppose the project.
