May 4, 1993 Mr. Ivan Selin, Chair Nucicar Regulatory Commission Washington, DC 20555

Dear Mr. Selin:

We write to inform you of our opposition to the siting of a uranium enrichment plant near the residential areas of Forest Grove and Center Springs, Louisiana.

As you know, there is much local public opposition to this plant, as would be expected anywhere.

11u t to purposely site such a facility in an area where the population is without sufficicnt power to oppose the project is in fact, environmental racism and we firmly stand opposed to such oppression.

1,est you be unaware, we would like to bring to your attention that fact that this is already a worldwide overcapacity for producing enriched uranium, and this plant would produce U-235 at a cost higher than that produced by the Department of Energy contractors.

There is no economic justification for this plant, and no compelling national security interest either. We therefore ask that you deny Louisiana Energy Services' application to enrich uranium.

Sincerely, Teri Veldin Lauren Carter j
