Dear Ivan Selin:
My name is Billi Siedow and I am writing to you as a concerned U.S.
citizen.
I recently read in a Global Response publication that the Louisiana Energy Services has j
submitted an application to the KRC for permission to build l
its plant near the communities of Forest Grove and Center f
Springs.
I am urging'you to advise the NRC licensing board l
to deny LFS' application to construct a uranium enrichment l
facility in Homer, Louisiana.
Currently the Department.of I
Energy's enrichment plants are on1y operating at 50% of l
capacity, so I see no need for a new facility such as the l
one proposed by LES.
In addition, the local communities of i
forest Grove and Center Springs are adamantly opposed to i
having the LES plant located in their backyard.
You may be interested to know that the Citizens Against l
Nu cl ea r Trash and a coalition of national and regional l
groups, have denounced the na ti on wi de pattern of siting
}
hazardous waste dumps and dangerous industrial operations in l
economically and poli ti cally disadvantaged communities.

environmental racism.
I urge you to take a close look at l
the issue of en vi ronmen tal racism and the role that it might have played in deciding to site the plant so near to the+HC l
m+ow-s m a l l black communities.
