Dear Mr. Selin:

I am writing to strongly urge vou to advise the NRC 1icensing board to deny Louisiana Energy Services' application to construct a u r a n i tun enrichment facility in Homer, Louisiana.

The local communities of Forest Grove and Center Springs are adamantly opposed to having the LES plant located in such close proximit y There are serious concerns about the safety of the drinking water and the possibility of a leak of uranium hexafJuoride, which could be fatal to anyone who did not rapidle flee the area.

W ria t are the plans for the disposal of the nuclear waste, which remains hazardous for mi11 ions of years?

Can anyone predict how safe a storage site would be one million years from now?

A disproportionate number of toxic waste sites, incinerators, and hazardous chemical and industrial operations are sited in poor, minority communities.

Did environmental racism play a role in the decision to put the plant so near two small black communities?

From another point of view, does this new plant really make good business sense?

The Department of Energy's enrichment plants are oniy operating at 50% of capacity and ihere is a world-wide overcapacity for producing enriched uranium.

Furthermore, LES' enriched uranium will be more expensive than the DOE's.

Therefore, for both business and environmental reasons, I urge you to take a second look at this cost ly and dangerous plant application.
