Dear Mr. Selin:

I am writing in regard to Louisiana Energy Services' (LES) application to construct a uranium enrichment facility in Homer, LA.

As you know, the citizens of Forest Grove and Center Springs adamantly oppose LES locating its plant in their community because the plant poses many negative social and enviromental effects.

It would discharge polluting water into the Lake Clairborne watershed; forty homes.within five miles of the plant rely on wells for their drinking water.

Also, the enrichment process would' produce about 4000 tons of radioactive U-238 waste per year which would likely be stored on the plant's 450 acre site.

Moreover, the plant would use uranium hexaflouride (UF6) to separate U-235 from U-238. UF6 mixes with air to create the toxin hydrogen fluoride. Local residents would be gravely threatened in the event of an accidental discharge of UF6.

Finally, a report released in 1987 by the United Church of Christ affirms that a disproportionate number of toxic waste sites and other hazardous chemical operations are located in poor minority communities.

The term environmental racism has been used to describe this phenomenon.

A letter to LES signed by residents of Forest Grove stated: "Such callous disregard simply points out your company's arrogant contempt for the black communities of Forest Grove and Center Springs."

I urge you to consider the role of environmental racism in LES' siting plans and to deny its application for the Homer facility.
