Dear Mr. Selin:

I have read in a recent Global Response report that Louisiana Energy Services (LES) is planning for the construction of the United St ate s ' f i r s t.

privately owned uranium enrichment plant near two low-income, predominantly black communities in rural j

Louisiana.

I am opposed to this plan because i t.

is severely harmful to the environment.

polluting water from the plant will be discharged into the Lake Claiborne watershed.

40 homes

.l within 5 miles of the facility rely on wells for their i

drinking water.

This project is also a severe method of environmental racism--consider the role that it might have 4

played in deciding to site the plant so near to the two small I

black communities.

An overwhelmingly disproportionate number of toxic waste sites, incinerators, and hazardous chemical

]

and indust rial operations are sited in poor, minority

]

communitles.

According to the January 1991 issue of The Crisis magnaine, more than half of all black infants under the age of three that were tested for blood lead levels between 1976 and 1980 had levels higher than the Centers for 1

Disease control's proposed standards, as a result of the overcrowding pollution, poor health and stress in many of the nation's black communities.

The number of black asthma deaths per 100,000 has jumped from 1.5 to 2.9 since 1986, direct]y at t ri but ed to increased inner-city air pollution.

The local communities of Forest Grove and Center Springs are admantly opposed to having the LES plant located in their backyard--for example, elderly residents 1iving near the plant are without transportation and are concerned about how rapidly they can flee the area in t.he event of an accidental uranium hexoflouride (UF6) discharge.

As a concerned citizen, I urge you to advise the NRC licensing board to deny LES' application to construct a uranium enrichment facility 9
