Dear Mr. Selin:

I am writing to you regarding the Louisiana Energy Service's application for permission to bui]d its uranium enrichment plant near the two low-income, predominantly black communities in rural LouiF isw..

The local communities of Forest Grove and Center Springs are adamantly opposed to having the LES plant located in their backyard.

There is a nationwide pattern of siting hazardous waste dumps and dangerous industrial operations in economically and politically disadvantaged communities. Consider that, perhaps, LES's selection of two predominantly black, low-income communities for this uranium enrichment plant is yet another example of environmental racism.

Please advise the NRC licensing board to deny LES' application to construct a uranium enrichment facility in Homer, Louisiana.
