Dear Mr. Selin:

I am writing to urge that the NRC licensing board deny Louisiana Energy Services' application to construct a uranium enrichment facility in Homer, Louisiana.

The majority of citizens in the local communities of Forest Grove and Center Springs have expressed opposition to the project. Not only would there be negative environmental impacts on the community (I don't feel it necessary for me to reiterate some of the possible environmental impacts that a nuclear facility has on its surroundings: There is enough research done on this that I am sure you are aware of), but there would also be severe negative social impacts on the community. Time and time again, examples of racism pop up in cities that share any ethnic diversity. I live in Los Angeles, and the Rodney King beating is proof that racism really does exist, and that it is a very tangible threat to our society.

Environmental racism is one of the worst forms of racism, as it not only victimizes a certain race, it victimizes whole communities. Forest Grove and Center Springs happen to be predominantly black, lower-class communities. The decision to place the uranium enrichment facility seems to be in the hands of wealthy, white men who do not want such a facility in their own backyard. Howard Arnoid, President of Louisiana Energy Services, may try to justify this proposal with economically feasible plans that may seem as if they would work. However, there is no excuse for subjecting the citizens of two communities to the hazards posed by a nuclear facility against their articutated opposition.

I again urge you to do everything in your power to see that the construction of this facility be prevented. Thank you.
