April 13, 1993 Mr. Ivan Selin, Chairman U.S.

Nuclear Regulatory Commission Washington, D.C.

20555

Dear Chairman Selin:

I am writing to ask you to advise the NRC licensing board to deny Louisiana Energy Services' application to construct a uranium enrichment facility in Homer, Louisiana.

NRC has been given the responsibility of providing safeguards to protect U.S.

citizens from dangers of radioactive materials.

But, if the LES uranium enrichment facility is built, polluted water will be discharged into the Lake Claiborne watershed.

Many homes in that area still rely on wells for their drinking water.

Isn't there some concern for these families?

In addition, LES plans to close the road to Forest Grove and Center Springs.

Has anyone designed an escape route for the retirement community situated on the shores of Lake claiborne in the event of an accidental UF6 discharge?

I realize that no place is ideal for nuclear plants.

But, it seems that little consideration has been given to these two communities.

I hope that we, as a nation, are above discriminating against low-income communities simply because they do not have the power or money to fight back.

Also, please take a close look at the NEED for another enrichment plant.

The Department of Energy's enrichment plants are only operating at 50% of capacity.

Why not make what the U.S.

already has work?

This not only solves Homer, Louisiana's p*oblem, but utilizes equipment and labor going to waste.

It is the era of RECYCLE, REUSE, REPAIR.

Please keep this in mind as you review LES' application.

Please protect the people of Forest Grove and Center Springs from having a dangerous, unwanted, and unnecessary uranium enrichment facility in their communities.

Please advise the NRC licensing board to deny LES' application.

Thank you for taking the time to read my letter.

Sincerely, Carol Fletcher 540 W.
