Anril 12, 1993 2880 Stephens Rd Boulder, CO 80303 Ivan Selin, Chairman United States Nuclear Regulatory Commission Washington, DC 20555 Dear Mr. Selin; I am writing recardina the application of Louisiana Energy Services (LES) to construct a uranium enrichment Iacility in Homer Louisiana.

There are several reesons whv the NRC should deny a license for this oroject.

The local communities of Forest Grove and Center Sprinus have I

stated their strona opposition to this project.

The proiect itself and the mi)) ions of tons of radioactive waste it will store on its arc >unds are ext r emely hazardous to the health of thene communities.

This project's plans to build in the area of these poor, black communi t ies is unfort imatelv t ypica] of other industries' catterns of creating toxic si tua tion i n poor neighborhoods, usually of some sort of racial minority.

At this point in our history, this form of " Environmental Racism" is shockinq, and should be strongly l

discouraged by any office of the U.S.

government.

j Bevond the local dancer to t hese communities, it is well known and obvious that the danger posed by nuclear energy plants and i

their waste products is not contained by a geographical area.

Wind currents carry contaminated soil and air particles all over the i

alobe.

Backaround radiation has increased drastically in the past 40 vears since the world's powers have begun their many nuclear proiect s.

Furthermore, there is no need to build further enrichment planta, as there is already a worldwide overcapacity for producinq onriched utanium.

Also, the design f or enriching uranium proposed 1

by LES is the same os would be used 1or nuclear weapons.

Allowing i

this plant to proceed would f urther endanger the threat of nuclear proliferation we alreadv face.

Please deny LES the license to cause such terrible harm.
