Nuclea,- Regulatory Commission Garden City KS 67846 Washington, DC 20555 April lith, 1993 l

Dear Sir,

l The Louisiana Energy Services has submitted an application to the Nuclear Regulatory Commission for permission to build its plant near the communities of Forest Grove and Center Springs.

The people who live in Forest Grove and Center Springs do not want the plant to i

be built in their small communities.

j The LES plant will produce 4,000 tons of hazardous j

waste-each year.

Many residents of Forest Grove and Center Springs are concerned that this waste will be very dangerous to their health.

These are just a few of the I

concerns of the citizens of this region.

For instants, is the LES aware that ground water might become contaminated and threaten families living in this area?

How will pollution from the plant's operations and the toxic waste storage site affect the environment?

Where will LES store the 4,000 tons of radioactive uranium-238 waste that will be produced by the plant each year?

Dear Mr. Selin I urge you to advise the NRC licensing board to deny LES' application to construct a uranium enrichment facility in Homer, Louisiana.

Local communities are adamantly opposed to having the LES plant located in their backyard.

Also, I would like to point i

out the negative social and environmental impacts that the j

plant will have on the area; and I encourage you to take a j

close look at the issue of environmental racism and the I

role that it might have played in deciding to site the

)

plant so near to the two small black communities.

I thank you for taking the time to read me letter.

I would like to request a response to my letter.

I i

appreciate any positive steps that may have been taken by the NRC in the past in protecting the environment.

My sincere thanks, n
