Dear Sir:

As you know, Louisiana Energy Services [LES] has submitted an application to the Nuclear Regulatory Commission [NRC) for permission to build a uranium enrichment plant near two low-income, predominantly black communities in rural Lousiana. Roughly 4,000 tons of radioactive uranium-238 waste would be produced annually, and in all probability it would be stored on the plant's 450-acre site.

I support the citizens of Forest Grove and Center Springs in opposing the ongoing pattern of siting hazardous waste dumps in areas which are projected to be socioeconomically disadvantaged. I urge the NRC to deny LES' application to construct a uranium enrichment facility in Homer, j

Louisiana.

I have several concerns regarding the health and safety of local people.

Contaminated water from the plant would be discharged into the Lake Claiborne watershed, which local residents depend on for drinking water.

Uranium hexaflouride (UF6) mixes with air to form poisonous hydrogen flouride gas. And gaseous uranium hexaflouride can be centrifuged to 3

produce weapons-grade uranium, thus increasing the risk of acts of nuclear terrorism.

Finally, the siting of the LES plant near two rural, poor black communities suggests discrimination on the basis of race. The local i

people are solidly united in opposing this project, and _their decisions on local community / neighborhood issues should be respected. I respectfully urge the NRC to reject LES' application.
