Dear Mr. Selin:

I strongly urge you to advise the NRC licensing board to DENY LES' application to construct a uranium enrichment facility in Homer, Louisiana.

The local communities of Forest Grove and Center Springs are adamantly opposed to having the LES plant located in their back-yard.

Since these are poor, minority communities, the location of this facility would once again show the racism and economic discrimination that is becoming much too prevalent throughout our society.

A 1987 report on toxic waste and race in the United States, released by the United Church of Christ, showed that an overwhelmingly disproportionate number of LES' type of facility are sited in poor, minority communities.

LES' facility would be just one more of the many blotting our claims to be a free society for all.

Polluting water from this plant will be discharged into the Lake Claiborne watershed.

40 homes within 5 miles of the proposed facility rely on wells for drinking water.

Elderly residents living near the site are without transportation.

They are frightened and concerned about how quickly they could flee the area in the event of an accidental UF6 discharge.

We know to our regret that such has happened in many places on our contaninated planet.

I encourage you, Mr. Selin, to take a close look at the reports and statistics readily available on the issue of ENVIRONMENTAL RACISM in our society.

What role do you think thic new type of racism may have played in deciding to site the plant so near to the two small black communities?

A last thought concerning the welfare of Planet Earth.

There is "l--

already a worldwide overcapacity for producing enriched uranium.

So we need another one?

At the same time, there is a report of possibly four facilities such as these in Iraq.

93 the blockade will go on; civilians, especially children, will suffer in Iraq, while the search is made.

Meanwhile, in our country, such a place may be duly licensed and endanger the 31ves and well-being of civilians here - but they are black.

There is available documentation of these issues, also, Mr. Selin.

Perhaps your research of some of these issues, and passing on of know-ledge.to colleagues could result in some decisions being made that would benefit all of our citizens.

I would be interested to hear your ideas.
