v-ATTACHMENT RESPONSE TO INFORMATION REQUEST NRC INSPECTION REPORT 373(374)/93012 The following action plan has been developed to address the deficiency on communication between the Emergency Response Facilities identified during the 1993 GSEP Exercise.

Discussions were held with GSEP communicators with regards to the cause of communication deficiency identified during the GSEP Exercise.

These discussions determined that LZP 1135-1,

" Communicator Implementing Procedure," was misinterpreted by some users in that the procedure did not allow the communicators to pass verbal briefing information which is not necessarily documented in writing.

To ensure clarification, LZP 1135-1 will be revised by July 15, 1993, to:

Provide steps for the TSC to Control Room Communicator and Technical to EOF Communicator, to pass significant information from verbal briefings held by the Station Director.

r Include examples of information which should be communicated. Typical examples are: changes in GSEP classification, command / control responsibility of the emergency, radioactive release status and significant information such as protective actions for on-site personnel, status of major plant system / equipment, plant radiological conditions and personnel injury / contamination.

Training on this procedure revision will be completed by September 1, 1993.

Classroom training for communicators will be enhanced with " hands on" training, which will consists of the communicators performing their normal duties (i.e., conveying NARS information, conveying plant status information between Emergency Response Facilities).

Enhanced training will be provided to the communicators during their next scheduled retraining.

TSC seating arrangement will be reviewed to enhance TSC communication and/or effectiveness. This review to the seating will be completed by June 30, 1993.
