PROPOSED IMPOSITION OF CIVIL PENALTY - $50,000 l

This is to inform the Commission that a Notice of. Violation and j

Proposed Imposition of Civil Penalty-in the amount of $50,000 i

will be_ issued on or about May 21, 1993 to Gulf States Utilities.

l This action is based on three violations that occurred while the a

licensee was performing activities associated with the l

containment and drywell airlock interlock mechanisms.

These j

violations have collectively been classified as a Severity. Level III problem because they demonstrated the licensee's lack of l

understanding of the design basis of equipment that assures the I

integrity of the containment boundary.

A civil penalty equal to i

that of the base civil penalty is being proposed after offsetting

}

escalation for NRC identification of the violations with~

mitigation for the licensee's corrective actions.

j It should be noted that the licensee has not been specifically i

informed of the enforcement action.

The schedule of issuance and notification is:

l Mailing of Notice May 21, 1993 Telephone Notification of Licensee May.21, 1993 l

The State of Louisiana vill be notified.

The licensee has thirty days from the date of the Notice in which to respond.

Following NRC evaluation of the response, the civil i

penalty may be remitted, mitigated, or imposed by Order.
