Dear Mr. Banks:
Thank you for your letter.to me dated April 10, 1992, which included a draft proposal concerning a proposed study of.the contribution to plant aging from -
the behavior of plant personnel. Members of my staff and the license renewal staff have reviewed the proposal and discussed it..
From these~ discussions, I conclude that the proposed study will not support NRC license renewal activities. Rather, what you propose relates directly to current individual licensee equipment operating practices. As such, this proposal may be of use to licensees in determining how to best manage equipment operation. Additionally,'I suggest that. a nuclear utility group such as EPRI or NUMARC might be a user of this type of study.
