NRC INSPECTION REPORT NO. 70-1201/93-01 t

Thank you for your response of April 23, 1993, to our Notice of Violation, issued on March 24, 1993, concerning activities conducted at your Commercial Nuclear Fuel Plant.

i From our review of the subject response, we identified several issues which required further clarification to evaluate the adequacy and timeliness of corrective actions for example 3 of Violation A and to determine the completeness of your review regarding the causes of Violation B.

Example 3 of i

Violation A was cited for failure to include the non-gamma emitting radionuclide quantities on shipping papers for packages prepared and transported from your facility. Although the response stated that actions to

measure and include significant non-gamma emitting radionuclides in

transportation documentation were initiated, details regarding the actual measurement methods and their proposed frequency were not provided.

Additionally, the response stated that you were currently in compliance but that the applicable procedure was not to be revised until August 1,1993. For Violation B, which involved an inadequate procedural guidance for use of DHTF containers to ship fissile material, we questioned whether the lack of reviews conducted by cognizant personnel prior to issuance of procedural revisions l

mandated by changes to the applicable container certificate of compliance were

not a contributing causal factor for the observed violation.

During a teleconference cenducted April 29, 1993, between Ms. Kathryn Knapp, i

Manager, Safety and Licensing, of your staff and Mr. George B. Kuzo, NRC Ril, these identified concerns were discussed in detail. As a result of those discussions, we understand that routine surveillances, i.e., swipes, of contaminated materials or equipment, associated with refurbishment activities in the Service Equipment Refurbishment Facility (SERF) areas of your facility, will be conducted. The swipes will be composited and analyzed by a vendor laboratory for both gamma emitting and non-gamma emitting radionuclides approximately two months prior to the estimated dispatch of a material shipment to a licensed waste processor. These isotopic ratios will be used in accordance with accepted industry methods to determine the percent abundance p

and total activities of the major radionuclides within the shipment.

we understand a temporary procedural change is in place to provide guidance for tnese activities and that the August 1, 1993 date referred to completion of a full procedural revision.

Regarding the concern about the number of detailed reviews of revised procedures, we understand that a minimum of two 3

cognizant reviewers are used to evaluate proposed changes and that increased time is being allocated to facilitate and to improve the reviews as necessary.
