Dear Mr. Shelton:

This refers to the inspection conducted by Messrs. J. F. Smith, M. P. Huber

and G. D. Replogle of this office on April 19 through 29, 1993. The

inspection included a review of activities for your Davis-Besse Nuclear Power

i

Plant. At the conclusion of the inspection, the findings were discussed with

'

those members of your staff identified in the enclosed report.

The areas examined during the inspection are identified in the report.

These

areas consisted primarily of a review of the Davis-Besse Nuclear Power Plant's

program for inservice testing of pumps and valves established in response to

Generic Letter 89-04 and of the activities regarding the performance of check

valves. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection.

As discussed in Paragraph 2.b.(4) of this report, an unresolved item was

identified regarding the test acceptance criteria for the auxiliary feedwater

pumps. The acceptance criteria did not appear to include margin to account

for gage inaccuracies and allowable differences in flow settings. This issue

is of concern because the testing is used to demonstrate the operability of

the pumps. With respect to this concern, we request that you respond in

writing within 30 days of the date of this letter.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter, the enclosed inspection report, and your response to the

unresolved item will be placed in the NRC Public Document Room.
