VERMONT YANKEE INSPECTION 93-08
This refers to the resident safety inspection conducted by Messrs. H. Eichenholz and
P. Harris on March 14 - April 17,1993, at the Vermont Yankee Nuclear Power Station,
Vernon, Vermont. The preliminary results of the inspection were discussed with
Mr. R. Wanczyk at the conclusion of the inspection. The inspection focused on issues
important to public health and safety and consisted of performance observations, the conduct
of operations and maintenance, and independent verification of safety system status.
We observed that plant management exhibited a high regard for safety in their decision to
shutdown the plant to repair a small leak in the feedwater system. In addition, your decision
to startup the plant following the feedwater system leak and problems in meeting required
scram insertion limits was based on appropria'e safety and management reviews and
resolution of equipment performance issues. Enforcement discretion regarding your failure
to perform a technical specification surveillance on the steam jet air ejector radiation
]
monitors was exercised because of your identification of the event and appropriate corrective

actions.
