Withdrawal of Proposed License Change Request No. 47 (TAC No.AB0041)

As a

result of ongoing discussions with the NRC staff, we have decided to withdraw our request for approval of proposed License Change Request No.

47, Reduction of Slave Relay Testing Frequency, submitted on April-12, 1991.

We intend to continue to pursue the objective of reduced slave-relay testing because of the safety posture improvement that we believe this change represents.

On March 31,

1993, the NRC published in the Federal Register (58 FR 16881) a notice of their intent to issue a generic letter recommending certain technical specification line-item improvements.

One improvement included performing relay testing on a staggered test basis over a

cycle and leaving the tests carrying highest risk to a refueling outage or other cold shutdown condition.

The current i

schedule for issuing the generic letter is July 2,

1993.

Upon receipt of this generic

letter, we will re-submit our request incorporating additional features of the generic letter as appropriate.
