On April 5-9,1993, as described in the enclosed repon, Mr. J. Lusher and others of this office
!
inspected the Calven Cliffs Emergency Preparedness (EP) program. The inspection included
I
interviews, inspector observations, and selected document reviews. At the end of the inspection,
j
preliminary findings were discussed with Mr. G. Detter and other members of your staff.
i
Overall, we found that the Calven Cliffs EP program was being acceptably implemented.
l
Strengths were noted in management involvement, in suppon to the State of Maryland, and in
l
EP auditing. We also noted that a considerable effon was being applied to modification of the
i
Emergency Action Ixvel (EAL) scheme to incorporate Nuclear Materials and Resources Council
(NUMARC) EAL criteria and to document EAL bases.

This inspection also found three apparent violations: (1) emergency kits and lockers were not
j
maintained in accordance to the Emergency Response Plan (ERP); (2) the ERP-required ponable
laboratory facilities were not available; and (3) ERP-required training of Nuclear Energy
!
Division managers as Site Emergency Coordinators (SECS) and Corporate Spokespersons was
not accomplished. Please respond to these matters as specified in the enclosed Notice of
Violation.
In that regard, we found the failures to resolve the emergency equipment
j
unavailability and the mobile laboratory inoperability to be panicularly notewonhy because of
l
the long standing nature of these problems. Therefore, in your response, please provide us with
i
your plans for assuring that appropriate and lasting corrective action is taken for these items.
